Pulling 18.7 amps briefly at startup will probably not cause a 15 amp breaker to trip, there is a load / time curve they are designed to follow. This is ingenious really, I am thinking about buying your plans but not sure if I am ready to plunk down over $600 yet. (above the blade) But table saws are so leaky I still get quite a bit of saw dust in the cabinet. I do think this filter is going to last ages though, because it has over 200 square feet of filter and when paired with the Super Dust Deputy, barely anything goes through it anyway. If I add an Oneida super duty cyclone for 150 and canister filter for 200 or there abouts, will my dust collector be up to the callenge of pulling dust from say 6 different drops (only one at a time ) in a shop 20 feet long by 16 feet wide? I only used it once and just got the stuff for upgrades. The blast gates are all near each other, so closing the other blast gates isn't too annoying. I tested the startup vs running amps when I changed the impeller. Collection is quite good, so long as there is adequate area of air flow across the source of dust or chips. I have 3 drops, the longest is 37'. I wondered if a larger impeller in the same fan housing might increase the pressure and force more flow through the restrictions. I currently run a Delta 1.5 hp collector, modified to use a thien baffle separator, and vented outside. homemade dust collector
If I vent outside it will be directly onto my driveway. Then, I put all of my tools on rolling cabinets or bases, and plumb each tool so that whatever dust collection it has, it ends in a short length of 6" flex duct with a quick connect. I may just turn out to be a plan buyer! After months of researching, I finally decided to build my own dust collection system. Many of the better 2hp DC systems have 12" to 14" fans, and a true 2hp 220v motor pushing them. Make sure the actual wire is good for whatever load you have. The whole thing is on wheels, and has the same footprint as a Harbor Freight Dust Collection system (22 x 33.). Please let me know if you have any other questions. And by running your cyclone during the rain, you can convince all the neighborhood kids to stay away from the creek, where the waterspout monster bubbles and blows!

I see the HF unit as a good bang for the buck for a decent basic DC and some minor upgrades like a cannister filter and maybe a Thien separator. Have you checked into using a truck filter instead of a DC canister? I am a bot, and this action was performed automatically. I do think it's possible to build this for even less than that. One note that I'll add about the WEN impeller. I see people adding canister filters and cyclones, but do you get comparable suction to similarly priced 2 stage production units? Thank you!
